Whitby answers the question on its own letterhead. The Town of Whitby works out of 575 Rossland Road East. The Region of Durham works out of 605 Rossland Road East, further along the same street. And Rossland Road is on the Region’s list of its own roads, as number 28, from Lake Ridge Road North to Harmony Road North — so the street both governments sit on belongs to one of them. Two authorities, one address line, and only one of them owns the road outside.

That division is written down, which is what makes this town unusual. The Region publishes a list of its own roads with a column for which municipality each one runs through, and a start and an end for every entry. Nineteen of its rows name Whitby. Those nineteen cover eighteen streets, and the arithmetic is the point: one street is on the list twice.

Brock Street is the one. The Region holds it from Water Street up to Highway 401, and holds it again from Rossland Road up to Taunton Road — and between those two stretches there is no row. The run through the middle of town is not on the Region’s list. So an address on Brock Street tells you nothing on its own; the cross-street does all the work.

Dundas Street makes the same point from the other direction. It is the old provincial highway and it looks like the most regional road in Whitby, and the Region’s list gives it only from Lake Ridge Road as far as Fothergill Court. East of there, and along the whole of Dundas Street East, the list carries no Whitby row at all. The Town’s own by-law covers a highway under the jurisdiction of the Town and no further, so the government your block answers to is the thing to establish first, on any job where the container will not be standing on private ground.

For everything else — a garage emptied, one room stripped back, a roof lifted, a floor gutted, a unit turned around between tenants — no rule narrows it and the only question is capacity. Second: whose road allowance it is. Check the block against the nineteen rows above — if it is on one of them the application goes to the Region, and if it is not, the Town is where to start. That answer decides which office you are dealing with, and both of them want five business days, so it also fixes the earliest date a container can legally arrive.

Third: what is actually going in, described accurately. The material decides which sizes are even available and which half of the bill you are in, and a load booked as renovation waste that turns up as concrete and drywall together is the commonest reason a final invoice is a surprise.

Fourth, and the only one nobody can look up: what the arrangement is if the driver reaches the address and decides the spot will not do. That answer arrives after a delivery has been paid for, which is precisely why it is worth having before.
